Summary

This report summarizes the second edition of the Shaping the Future of AI and Regulation workshop, held in Montréal in September 2025. Bringing together experts from Quebec, the UK, and France, the event explored national regulatory models, the technical hurdles of implementation, and emerging geopolitical dynamics in global AI governance. Discussions addressed among other things the EU AI Act, comparative regulatory approaches, digital sovereignty, ethical tensions, systemic risks, and the judiciary’s evolving relationship with AI. The need for interdisciplinary and comparative dialogue to guide future AI regulation and international coordination was highlighted.
