This guide builds on the work of the National Consultation Body on AI in Higher Education. It complements the reference framework released by the Ministry of Higher Education in August 2025 and provides concrete benchmarks to help colleges and universities structure their AI governance. The guide draws on the expertise of IVADO, Mila, and dozens of researchers and stakeholders to address ethical, pedagogical, and organizational issues while respecting institutional autonomy. It offers a roadmap to support the development of digital skills and promote the responsible deployment of AI across Québec’s higher education institutions.
